Planning and Zoning Commission Meeting Minutes
Meeting Held February 24, 2016

A regular meeting of th Planning and Zoning Commission of the City of Tioga, Texas was held on Wednesday, February 24 , 2016 at Tioga City Hall, 600 Main Street, Tioga, Texas.
Call to Order:  The public meeting was called to order at 7:00 p.m.
Prayer:  Given by Janet Sloane.
Declaring a Quorum:  A quorum was declared.  The committee members present were  Janet Sloane, Patrick Coyle, Dale Cavin and Kristi Staples.  Arlene Joice was not present.
Approval of Minutes:  January minutes were read and approved.  Motion made by Janet Sloane and seconded by Dale Cavin.  All ayes. Signing of minutes was tabled until February meeting so Arlene and Kristi could sign.
Community Survey:
Dale Cavin made a motion to present the Community Survey results to the City Council before we post it on the City Web Page for the public.  It was agreed that all write-ins would be included in the presentation in order to maintain the accountability of the survey.  Seconded by Janet Sloane.  All ayes.
Kristi Staples will take a copy of the survey to Donna at City Hall to include in the council packets and ask that we be included on the agenda in order to present and answer questions.  There will be no action or vote required from the council, we are just presenting the information.
Discuss Planning for Future Meetings:
The committee discussed that while we do not have enough businesses and people in town to support a Chamber of Commerce maybe we could be thinking along the lines of a “Friends of Tioga” group.
We need to determine how the P&Z can best support and work with the City Council.  Do we need to set up or find workshops, do other surveys, what are the needs?
Pilot Point is currently hosting workshops open to the public on city management type issues.  We need to be about the business of involving ourselves in these types meetings.
With regard to an Historic District we think maybe it is the city’s best interest to look more towards strengthening our ordinances rather than declaring an “Historic District”.  We need to look at how to write ordinances to maintain the integrity of the downtown area through C-3 zoning or other avenues.
We need to define our criteria in a technical sense.
     -Wood, stone, awnings, lighting, sidewalks, signage outside and facades, etc.
Need a future land use plan.

February 2 at Tioga ISD

Tioga P&Z will be in attendance at the Joint Meeting of the Tioga City Council and Tioga Board of Education on February 2, 2016 at 7 pm.  The meeting will be held in the Tioga ISD Cafetoriumm 405 N. Florence Street.
1. The meeting will discuss the City and ISD joint venture pertaining to growth. 
2. Needed infrastructure for New Tioga High School as well as other non-action items that may be created by these agenda items.

Planning and Zoning Commission Meeting Minutes
Meeting Held January 27, 2016

A regular meeting of th Planning and Zoning Commission of the City of Tioga, Texas was held on Wednesday,  January 27, 2016 at Tioga City Hall, 600 Main Street, Tioga, Texas.
Call to Order:  The public meeting was called to order at 7:00 p.m.
Prayer:  Given by Janet Sloane.
Declaring a Quorum:  A quorum was declared.  The committee members present were Arlene Joice, Janet Sloane, Patrick Coyle, Dale Cavin and Kristi Staples.  Guests were Rick Staples, EDC, Paul Rodarmer, IDC, Mavis Sauer, and Gretchen Coyle.
Approval of Minutes:  December minutes were read and approved.  Motion made by Janet Sloane and seconded by Patrick Coyle.  All ayes.
Community Survey:
The committee and guest went over the results of the community wide survey conducted by the Planning and Zoning Committee just after the first of the year.
Results will be post on the city web page.
We were confirmed in our thoughts that the community is interested in positive growth coming to the city of Tioga and would like to keep a small town feel while maintaining our heritage.  We were pleased with the number of citizens that responded and filled out the survey.
Discuss Planning for Future Meetings:
It was agreed that in future Planning and Zoning meetings ordinances should be a priority.  The committee needs to revamp and renew items that are outdated and nonapplicable.  It is of the utmost importance that we help the city get ahead of the coming growth.
We also need to work with other committees to actively pursue businesses.  We need an action plan to let developers and business owners know what the city of Tioga has to offer them.  We need to have some sort of a small business plan.
We also all agreed (each committee) that we need to host more than two city wide events a year.

Planning and Zoning Commission Meeting Minutes for December 16, 2015

A regular meeting of the Planning and Zoning Commission of the City of Tioga, Texas was held on
Wednesday, December 16, 2015 at Tioga City Hall, 600 Main Street, Tioga, Texas.

Call to Order:  The public meeting was called to order at 7:01 p.m.
Prayer: Given by Kristi Staples
Declaring a Quorum: A quorum was declared.  The committee members present were Arlene Joice, Janet Sloane, Patrick Coyle, and Kristi Staples.  Dale Cavin was not in attendance.
Approval of Minutes:  October and November minutes were read and approved.  Motion made by Janet Sloane seconded by Patrick Coyle.  All ayes.

Committee Discussion
This was a short meeting to discuss the upcoming city survey being conducted by the planning and zoning committee.
Patrick Coyle agreed to make a flyer that Kristi Staples agreed to make copies of and post around town.  Arlene and Janet agreed to advertise by email and social media.
The questions were finalized and the survey will be done through an online service.  There will also be paper copies available at city hall with a locked drop box for anonymity.
It was agreed that the survey would run through the middle of February.
Next Meeting:  Planning and Zoning Committee will meet Wednesday, January 27, 2016 at 7:00 p.m.
Adjourn:  Kristi Staples made a motion to adjourn at 7:46 p.m. Janet seconds, passes all ayes.

Meeting Held November 18, 2015
A regular meeting of the Planning and Zoning Commission of the City of Tioga, Texas was held on Wednesday, November 18, 2015 at Tioga City Hall, 600 Main Street, Tioga, Texas.

Call to Order:  The public meeting was called to order at 7:00 pm
Prayer: Given by Janet Sloane
Declaring a Quorum:  A quorum was declared.  The committee members present were Arlene Joice, Janet Sloane, Dale Calvin, Patrick Coyle, and Kristi Staples.  Also present were Commissioner Phyllis James, Park Officer Chris True, and Carol Nichols with LRRETA, as well as many others in association with parks, horses and trails.
Brian Daniels, Greg Waller, Chuck Manning, Cathy Erickson, Vic Fraser, John Rutan, Jack Lover, Jamie Urvs, Bridget, Anna Diggs, Michelle Smith, Sean Smith, Jennifer Erwin, Linda Moore, Jennifer Williams, Leigha Frithe, Jackie Harmon Reese, and Michelle Maxwell Ellis.
Approval of Minutes:  October minutes tabled until November meeting.

Roundtable Discussion
Com. James- We have to look at our assets, what do we have that others will want to use and utilize.
How do we build on the idea that horses and Lake Texoma are a part of Ray Roberts.
Chris True- Trails are the #1 facility requested by the public.
Lots of talk about what our part could be in starting a lake trail for hiking, horseback riding, and mountain biking.  Who owns the property, whose permission and backing do we need, and leasing of the land from whom.  Discussion about current use of lakefront and potential future use.  Discussion about maintenance of trails and parks and their daily usage.
Mr. True said that a municipality will want reassurance that a political entity will support us and take responsibility for safety.
Need some grant writers for funding, funds are available out there.
Members of other successful organizations gave helpful insight into the workings of a trail park.
As we are thinking about the future for funding and planning, we need to look at a multi-use facility and the issues associated with that.
Most likely best suited for a low density trail facility where there are not a lot of hard facilities like picknicking, rest rooms, and camping.
Grayson County does not currently have a master plan for thoroughfares in place.
Lots of excitement in the room, lots of potential for future growth.

Planning and Zoning Commission Meeting Minutes
Meeting Held October 28, 2015

A regular meeting of the Planning and Zoning Commission of the City of Tioga, Texas was held on Wednesday, October 28, 2015 at Tioga City Hall, 600 Main Street, Tioga, Texas.

Call to Order:  The Public meeting was called to order at 7:04 p.m.

Prayer:  Given by Janet Sloane

Declaring a Quorum:  A quorum was declared. The committee members present were Arlene Joice, Janet Sloane, Dale Cavin, Patrick Coyle, and Kristi Staples.  Also present were guests James Hilliard, Bennie McKnight, Britt Mayo, Angie Kendrick, and Gretchen Coyle.

Public Hearing:

Tonight’s meeting included a public hearing on a request for a zoning change from C-3 to a C-2 at 103 and 105 Ray Roberts Parkway by James Hilliard.

James Hilliard spoke first on what he felt were the benefits and advantages of the zoning change.  He informed the committee that the plans for the two lots was for future placement of a car lot that would have about 15 - 20 cars.  He said that this was not part of the downtown and that it faced the 377 Thoroughfare. He also brought pictures of old Tioga as a “historical” reference stating that the downtown area did once have gas and motor services through Woodall (oil and gas) many years ago.

Next to speak was Britt Mayo, a community member.  He stated that based on the reputation of Clark’s (also James Hilliard) that he did not see any issue with the zoning being changed.  He felt that Clark’s was a loyal supporter of the community and that they paid their taxes and kept things clean, so would probably do the same with whatever else they opened.

Next to speak was Bennie McKnight, he would actually be running and maintaining the car lot. He is a resident of Tioga at 600 Gene Autry.  He is from Tioga, this is his home. He was an automobile dealer in Dallas for 53 years and maintained a business there without problem. Mr. McKnight claims that within the first year there will be a business (in his dealership) that Tioga can be supportive of . He plans in the future to expand by purchasing the lot next to the lots requesting zoning change.

Dale Cavin asked if Mr. McKnight would be doing repairs at the lot?

Mr. McKnight said that there were plans to build or add on a place where repairs will be done inside a shop.  The plans were to be doing small repair work at a later date.

He assured the committee that the lot would be well maintained and would be landscaped well to add aesthetic appeal and that all repairs would be done inside the shop not out in the open.

Last to speak was community member Angie Kendrick. Her question was “Will this continue to be a storage facility?”  She said from all that she could see, there was no car lot there but instead a storage facility for machinery.  She said that this raised concern in her mind about an increase in theft and other related crime. She also was concerned about a decrease in property value. She did not have a problem with a car lot being there but was mostly concerned about it’s appearance from her home, which was in full view of the business, and about noise and movement.

Argument for zone change was that the property serves toward 377 not towards the Historic District.

Planning and Zoning Commission’s stance was that the zoning remain as it is. Our concern about letting the lot go to C-2 was for future use after this.  Also, we did not feel that a car lot added to the historic or traditional charm of our town at a potentially critical entry point into our downtown area.

Adjourn:  Public Hearing was closed at 7:38 p.m.

Discuss and Consider a request for zoning change:

Janet Sloane: not for change of zoning

Dale Cavin: Suggested a Special Use Permit to accommodate instead of changing zoning completely and leaving us the ability to revoke.

Patrick Coyle: Does not like the feel of a car lot being at the entry point of Tioga.  He would like to carry a feel of what Tioga is out to the public road. He feels that if what we envision as a look and theme for Tioga and the downtown area is not carried out to the road then the downtown area and the heart of the town will become isolated. We have 377 as a critical entry into Tioga, with a bridge separating us from Pilot Point, leaving us the ability to be different and make Tioga its own.  He feels that at this point it would be a mistake to give that away.

Kristi Staples: not for change of zoning

Donna Carney sent out a letter to the community, no one responded.

Dale Cavin made a motion that the Planning and Zoning Commission recommend to the City Council that we keep the lots at 103 and 105 Ray Roberts Pkwy C-3 zoning. Patrick Coyle seconded. Motion carried all ayes.

Our recommendation was on the basis that in order to preserve the integrity of the property , so that we maintain a historical presence all the way to the 377 thoroughfare, we must keep the C-3 zoning. Leaving the lot to be used as a focal point to the entrance of the downtown area.

Approval of Minutes:  Minutes from the September 30, 2015 meeting were reviewed and approved with corrections to be made.  Motion made by Janet Sloane to accept as amended and seconded by Dale Cavin. All ayes.

Discuss Citizen Survey:  The committee looked over the introduction to the survey being sent out to Tioga citizens using Survey Monkey.  We also went through each question to add and delete questions and answer choices trying to refine each one to eliminate as much confusion, overlapping of information, and bias as possible.

We worked and reworked the questions finally agreeing on 10.

The committee decided to advertise now that the survey will be available in January for the whole month to get resident information and survey responses.

Next meeting set for November 18, 2015 at 7:00 p.m. Moved up because of Thanksgiving Holidays.
