Planning and Zoning Committee Meeting

Minutes Meeting Held July 31, 2019

An impact fee advisory committee and regular meeting of the Planning and Zoning Commission
of the City of Tioga, Texas was held on Wednesday, July 31, 2019 at Tioga City Hall, 600 Main
Street, Tioga, Texas.

Call to Order: The impact fee advisory committee meeting was called to order at 7:00 p.m.

Declaring a Quorum: A quorum was declared. The committee members present were Arlene
Joice, Kim Chimblo, Elliot Townsend and Terry Hilliard. Kristi Staples was not present. Guests
present: Dong Ho Shin and Hyangmi Shin of Little Elm and Mavis Sauer, Tioga property owner.
The committee reviewed the capital improvement plan. Upon review of the impact fees, Terry
Hilliard made a motion to keep the present fees the same. Elliot made the second. The motion
carried. All ayes.

The meeting closed at 7:10.

The regular meeting was called to order at 7:10.

Prayer: Given by Arlene Joice.

Approval of Minutes: This was tabled as they were not available.

Discussed and considered zoning change for property located at 200 Cutler St.
Dong Ho Shin requested a change from Residential to C-2 for retail shopping. Kim made a
motion to change the zoning. Elliot made the second. Motion passed. All ayes.

Next Meeting: Next meeting for a public hearing for Cutler property scheduled for August 28,
2019 at 7:00 pm.

Adjourn: Meeting adjourned 7:25 p.m. Motion made by Elliot,
seconded by Kim. Motion carried all ayes.

Notice is given that a capital improvement committee meeting and regular meeting of the Planning and Zoning Commission will be held Wednesday, July 31, 2019 at Tioga City Hall, 600 Main Street, Tioga, Texas, at 7:00 p.m.

This is an Open Meeting, open to the public, subject to the OPEN MEETING LAWS OF THE STATE OF TEXAS and, as required by law, is hereby posted at the Tioga City Hall on July 26, 2019, giving notice of date, time, place, and agenda thereof.

Impact Fee Advisory Committee Meeting:
1.                   Call the Meeting to Order.
2.                   Declaring of a quorum.
3.                   Review capital improvement plan.
4.                   Discuss and consider making a recommendation to the City Council regarding the need to
               update or revise

               The land use assumptions, capital improvement plan and impact fees.
5.                   Close Meeting

8.           Discuss and consider approving minutes of the last meeting. Possible Action.
9.            Discuss and consider zoning change for property (John Fizer Survey Block 9/405 0.909 acreage) located at 200 Cutler St. It is presently zoned for residential and the owner (Dong Ho Shin) requests a change to commercial C-2 for retail shopping.
10.          Open discussion and setting date for the next meeting. Possible Action.
