PLANNING AND ZONING COMMISSION

MINUTES OF MEETING HELD September 25, 2013

A regular meeting of the Planning and Zoning Commission of the City of Tioga, Texas was held Wednesday, September 25, 2013 at Tioga City Hall, 600 Main Street, Tioga, Texas.

Call to Order: The public meeting was called to order at 7:15 p.m.

Declaration of a Quorum: A quorum was declared. The committee members present were Arlene Joice, Janet Sloane, and Kristi Staples.  Linda Waldrop was absent.

Prayer was given by Arlene Joice.

Minutes: Minutes for August 28, 2013 meeting were considered.  Corrections of misspelled words were noted for change. Janet Sloane made a motion to accept minutes with Kristi Staples making a second. Motion carried with all ayes.

Role of P&Z Members: Arlene had handouts for each member of the role of committee members from other towns to help define what our role should be and to allow each member to come up with questions they may have to discuss and answer at next months meeting.  She also provided each member with a copy of the City of Tioga P&Z Comp Plan on CD.

Continue Discussion of P&Z Goals: Kristi Staples asked about the possibility of having a big map as a work mat for future planning.  Arlene Joice said she would check in her materials to see what she could come up with.  This would provide the committee with a tangible visual aid that could be marked and written on for planning purposes.  We will also host Bill Hubbard as a guest at the October 30, 2013 meeting to talk about work he did on the Equestrian Trail and offer any other thoughts or ideas he might have to inspire the committee in a forward thinking direction.

Kristi Staples will continue working towards ideas and solutions for historic restrictions and development and commuter train ideas, while Janet Sloane continues researching ideas on parks and recreation.

Focus on planning towards making the most of what we have.  Building on the current assets of our town.

Next Meeting: Planning and Zoning Committee will meet Wednesday October 30, 2013.

Adjourn: Motion made by Kristi Staples to adjourn meeting, second by Janet Sloane.  Meeting adjourned at 8:07 p.m. Votes: All Ayes motion carried.

Notice is hereby given that a regular meeting of the Planning and Zoning Commission of the City of Tioga, Texas will be held Wednesday, Oct. 23, 2013 at Tioga City Hall, 600 Main Street, Tioga, Texas, beginning at 7:00 p.m.. This is an OPEN MEETING, open to the public, subject to the OPEN MEETING LAWS OF THE STATE OF TEXAS and, AS REQUIRED BY LAW, is hereby posted at the Tioga City Hall on Oct. 18, 2013, giving notice of date, time, place and agenda thereof.

AGENDA:
1. Call to order.

2. Prayer

3. Declaring of a quorum.

4. Discuss and consider approving the minutes of the
    Sept. 25, 2013 meeting. Possible Action.

5. Review maps of city, ETJ and school district. Review
    comprehensive plan for needed updates.

6. Continue Brainstorming goals for P&Z for future zoning as the
    city grows and expands. Invited guest, Bill Hubbard, will share
    advice of extending the ETJ and the activities of the Lake Ray

     Roberts P&Z in recent years.

7. Discuss plans for future projects such as a parks and green
    beltways.

8. Open Discussion.

MINUTES OF MEETING HELD August 28, 2013
A regular meeting of the Planning and Zoning Commission of the City of
Tioga, Texas was held Wednesday, August 28, 2013 at Tioga City Hall, 600
Main Street, Tioga, Texas.
Call to order: The public meeting was called to order at 7:12 p.m.
Declaration of a Quorum: A quorum was declared. The committee
members present were Arlene Joice, Janet Sloane, and Kristi Staples
Linda Waldrop and Richard Hartman were absent.
Prayer was given by Janet Sloane.
Minutes: Minutes for July 31, 2013, meeting were considered. A motion was made and seconded to accept minutes. Motion carried with all ayes.
Continued review of by-laws: No public hearing necessary only has to go
before Tioga City Council.
1. Linda Waldrop suggested page 1 Article 3 take out the word “be”(in a previous meeting)
2. Linda Waldrop questioned the use of the word “legalize” (in a previous meeting)
3. A motion was made and seconded to accept and send the by-laws to the
Tioga City Council only changing the word “be” as mentioned above. Motion carried with all ayes.
Discuss Goals of P&Z: The Destination by Design info was brought in and
looked over to see what could be taken from the work done previously to
continue researching and working towards growth and betterment of Tioga.
Janet Sloane agreed to begin researching parks and recreation type
improvements. Kristi Staples agreed to research historical districts and
railways. Discussed having a joint meeting with the Tioga EDC in February.
We also need to be looking for a new member to consider replacing
Richard Hartman. Arlene will burn a CD of the Comprehensive Plan for
each P&Z member.

Next Meeting: Planning and Zoning Committee will meet Wednesday,
September 25, 2013.
