Minutes of Meeting Held July 30, 2014

A regular meeting of the Planning and Zoning Commission of the City of Tioga, Texas was held on Wednesday, July 30, 2014 at Tioga City Hall, 600Main Street, Tioga, Texas.

Call to Order: The public meeting was called to order at 7:09 p.m.

Declaration of a Quorum: A quorum was declared. The committee

members present were Arlene Joice, Paula Byler, and Kristi Staples.

Those not in attendance were Dale Cavin and Janet Sloane.

Prayer: Given by Kristi Staples

Minutes: Minutes from June 25th, 2014 meeting were reviewed and approved. Motion made by Kristi Staples and seconded by Paula Byler to accept the minutes. All Ayes.

Reviews and Discussions:

The By-laws and roles of P&Z members were discussed and reviewed.

Arlene Joice is Commission Chair Person, Kristi Staples Secretary, Dale Cavin and Paula Byler new members and Janet Sloane existing member.

Contact information for each member was handed out.

Arlene also went over workshops she has attended over procedures for

Planning and Zoning meetings. We went over notes from the Small Town Planning Workshop in McKinney, TX talking about proper communication between committee members and between members and applicants.

The Committee went over the procedures of a Public Hearing in preparation for the August 5, 2014 meeting.

Arlene Joice summarized the meeting with TCOG attended July 1 by

Arlene Joice and Kristi Staples. The meeting was set to talk with TCOG about future plans for a walking path.

Next Meeting: The Planning and Zoning Commission will meet next on August 27,2014 at 7:00 p.m. The meeting will be to update the Capital Improvement Plan. We will plan to have in attendance Michele Hestand from the City Council and Terry Hilliard as a community member. Both will

be contacted by Donna, city secretary, to request their attendance.

Adjourn: Motion made by Paula Byler and seconded by Kristi Staples to adjourn meeting. Meeting adjourned at 7:57 p.m. All Ayes, motion carried.

This is an OPEN MEETING, open to the public, subject to the OPEN MEETING LAWS OF THE STATE OF TEXAS and, AS REQUIRED BY LAW, is hereby posted at the Tioga City Hall on July 25, 2014, giving notice of date, time, place and agenda thereof.

1. Call to order.
2. Prayer
3. Declaring of a quorum.
4. Discuss and consider approving the minutes of the
    Jun. 25, 2014. Possible Action.
5. Go over By-laws and role of P&Z members with newly added members.
6. Continue Brainstorming goals for P&Z for future zoning as the
    city grows and expands. Get updates on pending projects.
7. Discuss research by members for future projects such as a parks
    and green beltways as well as creating an historic district.
8. Open Discussion.

MINUTES OF SPECIAL MEETING HELD July 24, 2014

A special meeting of the Planning and Zoning Commission of the City of Tioga, Texas was held Thurs, July 24, 2014 at Tioga City Hall, 600 Main Street, Tioga, Texas.

Call to order: The special meeting was called to order at 8:00 p.m.

Declaration of a Quorum: A quorum was declared. The committee members present were Arlene Joice, Paula Byler, Dale Cavin and Kristi Staples. Dale Thomas was present as a guest.

Prayer was given by Kristi Staples.

Reviews and Discussions:

The date for the Public Hearing for a Special Use Permit was set for August 5, 2014 at 7:00 pm

The Special Use Permit will be in consideration for a Residential Health and Wellness Center at 100 Texas Street. This is a Special Use Permit not a Zoning Change.

Questions about security, patient criteria, workers, and capacity were answered.

City Water variance 24 months from date of opening for sprinkler system. City will do the labor, the Facility will pay for the lines.

Next Meeting: will be the Public Hearing and Special Meeting on August 5, 2014 at 7:00 pm. A representative from the facility will be present to answer questions.

Adjourn: Motion made by Janet to adjourn meeting, second by Kristi. Meeting adjourned at 8:26 pm. All Ayes, motion carried.

A regular meeting of the Planning and Zoning Commission of the City of Tioga, Texas was held Wed, June 25, 2014 at Tioga City Hall, 600 Main Street, Tioga, Texas.

Call to order: The public meeting was called to order at 7:10 p.m.

Declaration of a Quorum: A quorum was declared. The committee members present were Arlene Joice, Janet Sloane and Kristi Staples.

Prayer was given by Kristi.

Minutes: Minutes for April 30, 2014 were approved. Motion to approve minutes by Kristi and seconded by Janet. All Ayes.

Reviews and Discussions:
Review maps of city, ETJ and school district. A review was postponed until the
current map is provided. Tabled waiting for updated maps.

 Goals for P&Z for future zoning as the city grows and expands and Discuss research by members for future projects such as a parks and green beltways as well as creating an historic district.

Arlene and Kristi will meet with Ron McBroom and Michael Schmitz at TCOG to research how they could help us with an Historic District and a Trails/Environmental Center. Also on how to create a Thoroughfare plan for Hwy 377. The meeting is set for July 1^st at 9 am.

Next Meeting: The Planning and Zoning Commission will meet Wednesday July 30^th, 2014.
