Planning and Zoning Committee Meeting Minutes Meeting Held July 5, 2017

A special called meeting of the Planning and Zoning Commission of the City of Tioga, Texas was held on Wednesday, July 5, 2017 at Tioga City Hall, 600 Main Street, Tioga, Texas.

Call to Order: The P&Z special meeting was called to order at 7:00 p.m.

Prayer: Given by Kristi Staples

Declaring a Quorum: A quorum was declared. The committee members present were Arlene Joice, Janet Sloane, Patrick Coyle, Kristi Staples, and Dale Cavin.

Special Meeting

Discuss and consider setting a public hearing on an application received from Carl Noble for a specific use permit to use a portable building as a sales office at 305 N. Ray Roberts Parkway.

Mr. Noble took a minute to introduce himself and his wife and the current set up and intent of his business. He sales portable buildings and does flooring and interior decorating and finishes. The property he is on is zoned correctly for this type of business.

Dale Cavin makes a motion to set a Public Hearing for a Specific Use Permit to allow Mr. Noble to set up and use a portable building as a sales office. Hearing set for Wednesday, July 26, 2017 at 7:00 pm. Patrick Coyle seconds motion carries all ayes.

Passed out updated sign ordinance and minutes from last three meetings to be approved at July 26th meeting.

Adjourn: Meeting adjourned 7:28 p.m. Motion made Dale Cavin, seconded by Janet Sloane. Motion carried all ayes.

Call to Order: The P&Z Capital Improvement Advisory Committee meeting was called to order at 7:28 p.m.

Declaring a Quorum: A quorum was declared. The committee members present were Arlene Joice, Janet Sloane, Patrick Coyle, Kristi Staples, and Dale Cavin. Guests present are Mayor Craig Jesek and Mike Donnan from Hayter Engineering.

Mike Donnan walks the committee through information and data provided to them by the engineering company. He answers questions and clarifies charts and time lines.

Advisory Committee makes a motion to approve the Capital Improvement Plan as updated. Motion made by Patrick Coyle, seconded by Janet Sloane, motion carried no objections.

Next Meeting: Next meeting both a Public Hearing and a regularly scheduled meeting is for July 26, 2017 at 7:00 pm.

Adjourn: Meeting adjourned 8:25 p.m. Motion made by Dale Cavin, seconded by Patrick Coyle. Motion carries.

Notice is also given that a regular meeting of the Capital Improvement Advisory Committee meeting will be held July 5, 2017 immediately following the Planning and Zoning Commission meeting.
These are open meetings, open to the public, subject to the OPEN MEETING LAWS OF THE STATE OF TEXAS and, as required by law, are hereby posted at the Tioga City Hall on June 30, 2017, giving notice of date, time, place, and agenda thereof.

Planning and Zoning Committee Meeting Minutes 
Meeting Held June 28, 2017

A regular meeting of the Planning and Zoning Commission of the City of Tioga, Texas was held on Wednesday, June 28, 2017 at Tioga City Hall, 600 Main Street, Tioga, Texas

Call to Order: The P&Z meeting was called to order at 7 p.m.
Prayer: Given by Janet Sloane
Declaring a Quorum: A quorum was declared. The committee members present were Arlene Joice, Janet Sloane, Patrick Coyle, Kristi Staples, and Dale Cavin.  Also present were guests, Kurt Hall (City Council), Terry Hilliard (local real estate and advisor for Capital Improvement), and Debbie Hale (IDC).
Procedures for conducting open meetings for P&Z were reviewed.
Approval of Minutes: March and April Minutes were tabled until next meeting.

Application for Specific Use Permit:  Committee reviewed permit submitted by Carl Noble to use a portable building as a sales office at 305 N. Ray Roberts Parkway.
Committee felt that Mr. Noble was unclear in his request and suggested he resubmit with more specific wording about his intent.
Mr. Noble was not present at the meeting to clarify.
Committee made a a motion to deny the special use permit due to inadequate wording for request.  Several problems exist such as specific use not special use and it is not clear what the variance is requesting.  Committee also discussed the problem of inadequate parking and the problem with setting a precedent for portable buildings to be used as offices for running multiple businesses.  Motion made by Dale Cavin, seconded by Patrick Coyle. All ayes, motion carries.

Future Meetings: Continue discussion on subdivisions and subdivision ordinances and request to City Council that sign ordinances be enforced now that lighted sign has been build at square entrance on Gene Autry (specifically yard sign type signage along 377).
Next Meeting: Next meeting set for July 26, 2017, 7 p.m.
Adjourn: Meeting adjourned 7:54 p.m. Motion made by Patrick Coyle, seconded by Janet Sloane. Motion carries.

Capital Improvement Advisory Committee Meeting 

Call to Order: The CI Advisory Committee meeting was called to order at 7:54 p.m.
Declaring a Quorum: A quorum was declared.  The committee members present were Arlene Joice, Janet Sloane, Patrick Coyle, Kristi Staples, and Dale Cavin.  Also present were guests, Kurt Hall (city council), Terry Hilliard (local real estate and advisor for Capital Improvement), Debbie Hale (IDC), and Gretchen Coyle.

Public Hearing set for August 25, 2017. Deadline for final comments from Advisory Committee July 14, 2017.
Committee reviewed and discussed packets and maps provided by Hayter Engineering, INC.

Current questions and concerns:
What are the risks? What happens if we exceed our limits?
Sewer-Would a third party have to be hired to remove and treat?
What is the five year process application time where sewer is concerned?

Have we started that and if not why? What are the fees - are they minimal enough we can start the process even if it's not necessary in five years? What time tables are involved? Are there grants available? What are the major steps and documentation involved in upgrading or adding to our current sewer system?
Can we move faster in the process to upgrade or add where water is concerned?
What are our current impact fees?
With regards to Land Use - committee would like for parks, trails, and green spaces to be more deliberate, not an afterthought.
Committee should email further questions and concerns to Arlene Joice before the July 5th meeting.

Next Meeting: Next meeting of CIP Advisory Committee set for July 5, 2017, 7 p.m.
