               PLANNING AND ZONING COMMISSION
                         MINUTES OF MEETING HELD
                                   February 26, 2014

A regular meeting of the Planning and Zoning Commission of the City of Tioga,
Texas was held Wednesday, February 26, 2014 at Tioga City Hall, 600 Main
Street, Tioga, Texas.

Call to order: The public meeting was called to order at 7:14 p.m.
Declaration of a Quorum: A quorum was declared. The committee members
present were Arlene Joice, Janet Sloane, Kristi Staples and Linda Waldrop.
Prayer was given by Janet Sloane

Minutes: Minutes for November 27th , 2013 were tabled for approval until next
meeting as they were not available for vote.

Reviews and Discussions:

Arlene Joice, Chair, provided some updates on activities in Tioga over
the last month including informing the City that the Tioga map we are looking at
is not accurate. It appears it was the map utilized more than five years ago as
a result of the “Destination by Design” team. The changes to the map no longer
apply and we will need to work with a current map to assist us in our planning
endeavors. Arlene has requested an accurate map and is hopeful we will have
one soon.

The following updates were provided by Arlene concerning a few activities that are in the works for the City of Tioga.
  • There are new homes being built in Tioga. This will enhance the appearance of Tioga as well as offer more income in tax revenue and possibly increase enrollment in the school.
  • There has not been any new activity for future business although the one potential business on Gene Autry drive is still in the works.The opportunity for a Dollar General fell through as of this time. 
  • The lot behind the burger shack on Donation Street has been sold. Its’ potential use at this time is unknown.
  •  It is not certain as of this date but there is a possibility the city will purchase the large lot on Gene Autry Drive. This would involve polling funds from the city, EDC and IDC.
Historical District discussion and review:
  • The Planning and Zoning Commission is again reviewing the city map to look at the possibility of creating a “Historical District”, utilizing the wonderful history that Tioga offers. The Commission agrees that the initial review of a potential historical “district” was most likely pulling in an area larger than what would be acceptable. The Commission reviewed the existing map to determine the boundaries to identify the most likely area for the future historical district. The Commission will concentrate on a section of the downtown area that includes Sherman Street, Gene Autry Drive and Main Street. The entire Commission discussed what steps will be needed to begin the process. Each member was able to offer some information to start planning by utilizing information researched by all members, narrowing down what was found in other small rural towns. The Commission will review this information in further detail then begin immediately to prepare steps in our efforts. This project will be on-going and will be declared a priority for future meetings.
  • Other ideas for usage of natural resources were discussed, looking at the potential for swifter movement concerning improvements and opportunities for use that might exist now in Tioga.
  • Linda Waldrop will share with other members of the Commission articles found that discuss opportunities for growth in “small town communities”. Commission members documented the findings and will further research the ideas.

Next Meeting: The Planning and Zoning Commission will meet Wednesday, March 26, 2014.
