August 31 Regular Meeting


Planning and Zoning Committee Meeting Minutes Meeting Held August 31, 2016

A regular meeting of the Planning and Zoning Commission of the City of Tioga, Texas was held on Wednesday, August 31, 2016 at Tioga City Hall, 600 Main Street, Tioga, Texas.

Call to Order: The P&Z meeting was called to order at 7:04 p.m.

Prayer: Given by Patrick Coyle

Declaring a Quorum: A quorum was declared. The committee members present were Arlene Joice, Janet Sloane, Patrick Coyle, Kristi Staples, and Dale Cavin.

Approval of Minutes: Discussion and Approval of minutes from July meeting.  Motion to accept from Janet Sloane, seconded by Patrick Coyle. Motion carries.

Discuss Revisions to Sign Ordinance: We were informed that according to our current sign ordinance, we would not be able to do a centrally located kiosk sign.

Arlene Joice brought in the Celina sign ordinance from 2014 for our group to review and compare to our own, to see where wording and phrasing could be adjusted to allow for a business sign.

We discussed the possibility of either a kiosk type sign or a monument sign.

Noted that Pilot Point’s sign ordinance allowed for a monument sign, but it was only for non-residential use and had to have a permit.
We discussed making revisions to our own sign ordinance to allow for a multi-panel kiosk sign with ties to the C-3 area of town to limit where these type signs could be placed.

Questions then came up about where the a business sign and who would we contact for permission, easements, etc. We also discussed that this project should be a joint effort with the EDC.

The committee looked at the solution of modifying under the Permitted Signs section of the ordinance, in the 19.14 section.

Patrick Coyle said he would get on the agenda for the next City Council meeting so we could make sure we were on the right track.
 
Discuss Revision of Lot Sizes: Since there are a limited amount of pre- existing lots that would be affected by revisions to the required lot size, it was agreed that those lots would be grandfathered in to any changes. These could possibly be known as “Legacy Lots”. These buildings/homes would have to meet all other regulations that apply according to Appendix 1, except for the 70 x 110 lot size. All new development will fall under the 70 x 110 lot size regulation.

The committee was still in agreement to the use of a percentage number rather than a measurement in feet, with the guidelines as set to build something proportional to the lot size.

Next Meeting: Next meeting set for September 28, 2016, 7:00 p.m.

Adjourn: Meeting adjourned 8:30 p.m. Motion made by Dale Cavin, seconded by Kristi Staples. Motion carries.

Notice is hereby given that a regular meeting of the Planning and Zoning Commission of the City of Tioga, Texas will be held August 31, 2016 at Tioga City Hall, 600 Main Street, Tioga, Texas, beginning at 7:00 p.m.. This is an OPEN MEETING, open to the public, subject to the OPEN MEETING LAWS OF THE STATE OF TEXAS and, AS REQUIRED BY LAW, is hereby posted at the Tioga City Hall on August 26, 2016, giving notice of date, time, place and agenda thereof.

1. Call to order.
2. Prayer
3. Declaring of a quorum.
4. Discuss and consider approving minutes of July 27.
5. Discuss revisions to sign ordinance and possible solutions for a central
sign in the downtown area.
6. Discuss Revision of Lot Sizes: Discuss lot sizes that do not meet the
minimum 70 x 110 because the were platted before the ordinance revisions.
7. Open discussion and setting date for next meeting.
8. Adjourn
