Planning and Zoning Committee Meeting Minutes Meeting Held November 28, 2018

A regular meeting of the Planning and Zoning Commission of the City of Tioga, Texas was held on Wednesday, November 28, 2018 at Tioga City Hall, 600 Main Street, Tioga, Texas.

Call to Order: The P&Z regular meeting was called to order at 7:02 p.m.

Prayer: Given by Kristi Staples

Declaring a Quorum: A quorum was declared. The committee members present were Arlene Joice, Kristi Staples, Elliot Townsend, Kim Chimblo and  Dale Cavin.

Approval of Minutes: Motion made by Elliot Townsend to accept the minutes from the October 31, 2018 meeting. Seconded by Kim Chimblo. All ayes, motion carried.

Discuss and Consider Amendment

Changes to the subdivision ordinance do not require a public hearing as per mayor. The planning and zoning committee only needs to make a recommendation to the council. The Mayor and City Council would like something in writing regarding changes in reference to new subdivisions and having to do with water detention. Elliot Townsend has agreed to write up a recommendation from the Planning and Zoning Committee to the City Council.

The Planning and Zoning Committee is also going to start making considerations for recommendations regarding landscaping and green spaces where future development is expected.

Each member of the committee was encouraged to look for developments they like the look of and consider what might need to be included in a revised ordinance. This discussion was tabled for further discussion at the January meeting.

Thoroughfare Plan was mentioned and was noted that the City Council voted to adopt the county thoroughfare plan.

Next Meeting: Tentative meeting planne3d for December 17, 2018 if needed. (This meeting was not needed and P&Z did not meet in December) Next meeting scheduled for January 30, 2019 at 7 pm.

Adjourn: Meeting adjourned 8:01 p.m. Motion made by Elliot Townsend,  seconded by Dale Cavin. Motion carries all ayes.

These are open meetings, open to the public, subject to the OPEN MEETING LAWS OF THE STATE OF TEXAS and, as required by law, are hereby posted at the Tioga City Hall on November 21, 2018, giving notice of date, time, place, and agenda thereof.

4. Discuss and consider approving minutes of the last meeting.

Planning and Zoning Committee Meeting Minutes Meeting Held October 31, 2018

A regular meeting of the Planning and Zoning Commission of the City of Tioga, Texas was held on Wednesday, October 31, 2018 at Tioga City Hall, 600 Main Street, Tioga, Texas.

Call to Order: The P&Z regular meeting was called to order at 7:01 p.m.

Prayer: Not on agenda

Declaring a Quorum: A quorum was declared. The committee members present were Arlene Joice, Kristi Staples, Elliot Townsend, and Kim Chimblo. Dale Cavin not present.

Approval of Minutes: Motion made by Elliot Townsend to accept the minutes from the September 27, 2018 meeting. Seconded by Kristi Staples. All ayes, motion carried.

Discuss and Consider Amendment

Committee discussed an amendment to the zoning ordinance to add detention requirements. We compared our current requirements to those of surrounding areas, with a concentration on the Prosper ordinance because of wording and adaptability.

A motion was made by Elliot Townsend to adopt the town of Prosper’s drainage system requirements, having it replace our current Subdivision Ordinance 6.03, with the following changes: Any Prosper specific or county specific wording or phrasing would be amended to fit Tioga’s needs and usage and charts and tables that are specific to Prosper would be replaced with charts and tables specific to Tioga. All and any of this with the recommendation that the city engineer and city attorney review and approve.
Kim seconded, all ayes, motion carries.

It was discussed and agreed that we would plan and look for solutions that do not discourage builders and also keep the cost low for all parties involved, including good stewardship of the city’s resources.

A Public Hearing was set for the next regular meeting on November 28, 2018 at 7:00 pm

Adjourn: Meeting adjourned 7:59 p.m. Motion made by Kristi Staples, seconded by Elliot Townsend. Motion carries all ayes.
