NOTICE OF REGULAR MEETING

Notice is hereby given that a regular meeting of the Planning and Zoning Commission of the City of Tioga, Texas will be held Wednesday, Sept. 25, 2013 at Tioga City Hall, 600 Main Street, Tioga, Texas, beginning at 7:00 p.m.. This is an OPEN MEETING, open to the public, subject to the OPEN MEETING LAWS OF THE STATE OF TEXAS and, AS REQUIRED BY LAW, is hereby posted at the Tioga City Hall on Sept. 20, 2013, giving notice of date, time, place and agenda thereof.

AGENDA:
1. Call to order.
2. Prayer
3. Declaring of a quorum.
4. Discuss and consider approving the minutes of the
    August 28, 2013 meeting. Possible Action.
5. Go over the role of the P&Z member.
6. Continue Brainstorming goals for P&Z for the coming
    months.
7. Open Discussion.
8. Adjourn

MINUTES OF MEETING HELD July 31st, 2013

A regular meeting of the Planning and Zoning Commission of the City of Tioga, Texas was held Wednesday, July 31st, 2013 at Tioga City Hall, 600 Main Street, Tioga, Texas.

Call to order: The public meeting was called to order at 7:02 p.m.

Declaration of a Quorum: A quorum was declared. The committee members present were Arlene Joice, Janet Sloane, Kristi Staples and Linda Waldrop. Richard Hartman was absent.

Prayer was given by Kristi Staples.

Minutes: Minutes for June 26th meeting were considered. A motion was made and seconded to accept minutes. Motion carried with all ayes.

Continued review of by-laws: After review, by-laws with necessary changes per our City Attorney :

1. Where Planning and Zoning stated, refers to “Planning and Zoning Commission”
2. Where the title “commission” is stated in document, said title must be capitalized to read “Commission”.
3. Where residents is stated, refers to “resides within”.
4. Where “legal council”, refers to “City Attorney”

Arlene Joice, chair will consult with City Attorney to clarify accuracy of specific wording.

Motion made and seconded to set a public hearing concerning changes to Planning and Zoning by-laws at next scheduled meeting. Votes: All Ayes, motion carried.

Discuss Goals of P&Z: Arlene Joice presented each member with documents and notes taken at previous TCOG and Small Town Planning Workshops. Commission members reviewed each document and Chair advised members to understand the process in meeting our responsibilities.

A “Park System” was presented from the Small Town Plan for review. Recommendation is to set our goals starting with our current Comprehensive Plan.

Next Meeting: Planning and Zoning committee will meet Wednesday August 28^th, 2013.

Adjourn: A motion made and seconded to adjourn meeting. Meeting adjourned at 8:18pm. Votes: All Ayes, motion carried.
