Meeting Held December 16, 2014

A regular meeting of the Planning and Zoning Commission of the City of Tioga, Texas
was held on Tuesday, December 16, 2014 at Tioga City Hall, 600 Main Street Tioga,
Texas.
Call to Order : The public meeting was called to order at 7:00 p.m.
Declaration of a Quorum : A quorum was declared. The committee members present
were Arlene Joice, Janet Sloane, Paula Byler, Dale Cavin, and Kristi Staples. Also
present were Mayor Craig Jezek, Dan and Kelly Lintner, and David Umsted.
Prayer : Given by Janet Sloane
Minutes : Minutes from November 19, 2014 meeting were reviewed and approved.
Motion made by Janet Sloane and seconded by Dale Cavin to accept minutes. All
Ayes.
Discuss and consider a request by David Umsted for a Specific Use Permit to
house a portable building with electricity to use as an office to sell portable
buildings at 709 Ray Roberts Parkway, zoned C2.
Mr. Umsted made a presentation on behalf of Graceland Portable Buildings, stating
what he believed would be the value of his business to the city of Tioga. He also, gave
a brief overview of the quality of his product to reassure those present that it was his
intent to bring to Tioga a product that was of high quality and value. He used pictures
and brochures to educate us on the construction of the portable buildings he planned to
sell from the above stated location.
David Umsted was requesting a Specific Use Permit to have a portable building to use
as his sales office with electricity. The electric is temporary not permanent and has
been done by an electrician.
Paula Byler raised a question of concern, that this being a temporary building with
temporary electricity about the transfer of the Specific Use Permit if the property or
business should be sold, moved, etc.
Clarification was made that when Mr. Umsted leaves the permit no longer exists. If he
sells the new owner will have to reapply.
Paula Byler made a motion to recommend a Specific Use Permit for a portable building
with electricity given to David Umsted, with no water or sewer. Motion was seconded by
Janet Sloane. Motion carried. All Ayes.
Discuss and consider request by David Umsted for a variance to use a banner as
a sign rather than a ground sign.
Variance requires recommendation only no public hearing necessary.
Janet Sloane made a motion to recommend David Umsted and Graceland Portable
Buildings to use a temporary sign for advertising purposes. Motion was seconded by
Dale Cavin. Motion carries. All Ayes.
Discuss and consider a request by David Umsted for a variance on a required 8’
fence due to the use not being permanent.
Paula Byler made a motion to let the City Council address variance regarding the fence
issue because it is a legal issue and Planning and Zoning does not want to make a
recommendation for or against based on a letter presented from an attorney. Motion
seconded by Dale Cavin. Motion carries. All Ayes.
Public Hearing for Specific Use Permit set for January 28, 2015 to be followed by
Planning and Zoning’s regularly scheduled meeting.
Updates on pending projects
Clarification needs to be made on what will be included in 377 Corridor
Question Will
it be South bridge to North bridge?
Before we go forward with all the time and energy to zone a historic district or a
business district need to get City Council on board.
Make recommendations to City Council that we create a Historic District and/or a 377
Business Corridor to accommodate future growth.
Historic District Does
it have to be contiguous?
Next meeting pull together a plan to present to February City Council.

Meeting Held November 19, 2014

A regular meeting of the Planning and Zoning Commission of the City of Tioga,
Texas was held on November 19, 2014 at Tioga City Hall, 600 Main Street, Tioga,
Texas.
Call to Order: The public meeting was called to order at 7:05 pm.
Prayer: Given by Janet Sloane
Declaring a Quorum: A quorum was declared. The committee members present
were Arlene Joice, Janet Sloane, Dale Cavin, and Kristi Staples. Paula Byler was
not in attendance.
Approval of Minutes: Minutes from October 29, 2014 meeting were reviewed and
approved. Motion made by Dale Cavin and seconded by Janet Sloane to accept
minutes. All ayes.
Discussion: Committee discussed ideas for theme for 377 Corridor. Western,
Frontier, Prairie, Victorian, Rustic. Feel it is important to keep things consistent for
the future purchase of signage, street lamps, etc.
Read over ordinance handed out by Arlene Joice, be prepared to discuss at next
meeting.
Next meeting to be held December 17, 2014 at 7:00 pm.
Adjourn: Motion made by Kristi Staples and seconded by Dale Cavin to adjourn
meeting. All ayes, motion carried. Meeting adjourned at 8:00 pm.

Planning and Zoning Commission Meeting Minutes 
Meeting Held October 29, 2014

A regular meeting of the Planning and Zoning Commission of the City of Tioga, Texas was held on Wednesday, October 29, 2014 at Tioga City Hall, 600 Main Street, Tioga, Texas
Call to Order: The public meeting was called to order at 7:06 p.m.
Prayer: Given by Janet Sloane
Declaring a Quorum: A quorum was declared.  The committee members present were Arlene Joice, Janet Sloane, Dale Cavin, and Kristi Staples.  Paula Byler was not in attendance.
Approval of Minutes:  Minutes from the September 24, 2014 meeting were read and approved.  Motion made by Kristi Staples, seconded by Dale Cavin. Motion carried all ayes.
Updates on Pending Projects/Review meeting with IDC and EDC: IDC and EDC not on board with presented plan.  Mayor not interested in spending any more city money on any plans at this time.Wants to look at and review any and all plans we currently have and make a decision about what can be taken from them before having a new plan drawn up.  Committee members agree that we need Mayor Jezek to give us some direction as to what project he would like for the committee to focus on.  Overall, we were slightly disappointed with the outcome of the meeting hoping there would be more of a push in a forward direction.  After digesting the events of the meeting, Janet Sloane compiled a letter to Rick Staples, Paul Rodarmer, and Mayor Jezek.  All committee members present signed the letter agreeing with the concerns and frustrations stated within.  Kristi Staples agreed to mail the letter to each of the three listed above.

The goal for the next meeting is to focus on a thoroughfare plan/a 377 Corridor Plan.

Next meeting set for November 19, 2014 at 7 p.m. because of the Thanksgiving holiday.
Motion to adjourn by Kristi Staples, seconded by Dale Cavin.  Motion carried, all ayes.  Meeting
adjourned at 8:20 p.m.

Meeting Held September 24, 2014
A regular meeting of the Planning and Zoning Commission of the City of Tioga, Texas was
held on Wednesday, September 24, 2014 at Tioga City Hall, 600 Main Street, Tioga,
Texas.
Call to Order: The public meeting was called to order at 7:11 p.m.
Prayer: Given by Janet Sloane
Declaring a Quorum: A quorum was declared. The committee members present were
Arlene Joice, Janet Sloane, Paula Byler, Dale Cavin, and Kristi Staples. Also present as
guests were Rick Staples from the Tioga EDC Committee and Paul Rodarmer from the
Tioga IDC Committee.
Approval of Minutes: Minutes from the July 24th Special Meeting were read and
approved. Motion made by Paula Byler, seconded by Dale Cavin (with change to be made
adding Dale Thomas as a guest in attendance). August 5, 2014 Public Hearing Minutes
tabled until the next meeting, motion made by Kristi Staples, seconded by Dale Cavin.
Minutes from August 27th regular meeting read and approved. Motion made by Janet
Sloane, seconded by Kristi Staples.

Review proposal sent by TCOG: Paula expressed concerns with going with the first
person or group to come along with a plan. She felt we needed to look at other consultants or groups and weigh our options. Paul Rodarmer and Rick Staples in favor of a plan just not sure if this is the right one. Will need further discussion and research among the
different committee groups. Rick Staples will talk to EDC feels that they will be in favor of a plan to move forward. It was agreed that Mayor Craig Jesek’s input was needed and that it would be important to get the City Council on board with a plan. It was agreed between the committees represented that a city meeting was a necessary part of the planning in the near future. This meeting would include members and representatives from all city committees (P&Z, City Council, EDC, IDC, etc.) as well as business owners, church leaders, school representatives, and community members. Also, at some point inviting TCOG and possibly Weaver Boos to come in and talk to the community at large.
Paul feels that the reason a plan for a greenway, park, trail destination failed in the past
was a lack of drivers. No matter what organization or plan we go with, we have to get
community support and have leaders to drive the plan. We need to have everyone moving
in one direction. Tioga is going to grow, need to decide whose name we want on the sign.
Both EDC and IDC feel we need to first get the Mayor on board, then the City Council, then plan a city meeting.
Rick Staples invited all in attendance to the EDC meeting on Thursday, October 2, 2014 at 7:00 so we could continue to combine our efforts in one direction.
The remainder of the agenda was tabled until the next meeting on October 29, 2014.
Motion was made by Janet Sloane and seconded by Paula Byler.

Planning and Zoning Commission Minutes of
Meeting Held August 27, 2014

A regular meeting of the Planning and Zoning Commission of the City of Tioga, Texas was held on Wednesday, August 27, 2014 at Tioga City Hall, 600 Main Street, Tioga, Texas.

Call to Order: The public meeting was called to order at 7:05 p.m.
Declaration of a Quorum: A quorum was declared. The committee members present were Arlene Joice, Paula Byler, Janet Sloane and Kristi Staples. Terry Hilliard was present to represent a real estate member and ETJ.
Dale Cavin was not in attendance.

Prayer: Given by Janet Sloane
Minutes: Minutes from July 30th, 2014 meeting were reviewed and approved. Motion made by Paula Byler and seconded by Janet Sloane to accept the minutes. All Ayes.
Minutes for July 24 and August 5 were tabled.

Reviews and Discussions:
As members of the Advisory Committee the members reviewed the Capital Improvement Plan focusing on water/sewer impact fees and capital improvements.
The Committee reviewed and discussed the location of the present water wells using a map to verify locations.
They are aware of the addition of a new well being planned for east of town.
As a Committee they would like to know what the future plans are for expansion of the waste water treatment plant. Need to consider what we would allow for subdivisions with 1 acre lots. (Water only and no sewer?)
Members were concerned with waste water system more so than water.  What do we need to do as a city to be proactive and not reactive?
Waiting for paperwork from TCOG concerning planning for future growth.  Would like to meet with IDC and EDC in the future for planning.
For now, no recommendations were made to change the existing impact fees.

Planning and Zoning Commission Meeting Minutes
Public Hearing and Special Meeting Held August 5, 2014

A public hearing and special meeting of the Planning and Zoning Commission of the City of Tioga, Texas was held on Tuesday, August 5, 2014 at Tioga City Hall, 600 Main Street, Tioga, Texas

Call to Order: The public meeting was called to order at 7:00 p.m.
Planning and Zoning Committee members in attendance were Arlene Joice, Paula Byler, Janet Sloane, Dale Cavin, and Kristi Staples.  Alson in attendance were Deron Balma, Melissa Engle (both represented the facility) Terry Hilliard, Mr. A. Long, Mrs. Linda Long, Jan Dunnam, Linda Babington, and Dale Joice.

Arlene Joice gave the welcome and informed those in attendance of the meeting rules and that anyone wanting to speak must first fill out the required form.  Good conduct was requested.

Time limits were set for speaking.

Deron Balma, a representative on behalf of the petitioner, spoke first.  He informed the public that their intention was to make the existing Spirit of the West Resort at 100 S. Texas Street, Tioga, Texas 76271 into the Spirit of the West Health and Wellness Center.  He and his constituents were seeking to change the use of the buildings and facilities.  He began by stating that the facilitators of the wellness center are family people from small towns and understand small town needs and concerns.  They are not looking to tear down anything, just to make repairs, clean up, and repurpose.  Those who will be running the facility want to get to the heart of the problem of the clients who temporarily reside there for treatment.  
It will be a high-end treatment facility with clients who check themselves in, nothing hazardous or court ordered.  Their families will have visitation and the clients will be able to check out when treatment is completed.  The facility will cater to those who are financially capable and willing to stay of their own choice for problems such as depression, eating disorders, alcoholism, drug addiction, and other similar personal struggles.  This will be a faith based therapy treatment plan.
The facility will not be drastically changed but will be fixed up and enhanced. (Paint, spruce up entrance, make golf course nice.)  The petitioners would like for the treatment center to be an asset to the community and as much as is possible would like to hire employees locally.  They also plan to use local businesses such as Texas Star Bank and others in town.

Question and Answer:
Paula Byler:  What about the lake?
     -The plan is to fill it with water and make it an asset to the property.

Arlene Joice:  Are you part of a corporation or do you have corporate funding or backing?:
     -No huge corporate funding.  Those involved are business people successful in their own right.

Janet Sloane:  How many therapists?
      -Depends on patient ratio.  Four to start.  Mental health techs will be around all the time-2 per every 16.  There will be lots of people around, the plan is to go above and beyond what the state requires to provide safety and quality.  
The population will be considered residential.  They will be high functioning and not a threat to themselves or others.  Each will be screened before admittance for liability purposes.

Arlene Joice:  What is the closet same type facility in the metroplex?
     -There is one similar in Argyle and Van Alstyne, but both mostly treat alcoholism.  This facility will be a wider range of treatment needs.  It will also be a training center for other medical professionals.

Arlene Joice:  What attracted you to Tioga?
     -Small town feel you can't get in a big city.  Peaceful, calm, a connection back to the earth.  A homey feeling.

Comment from the community requesting the name be changed back to Healing Springs.  This could be considered.

Janet Sloane: Will patients be allowed to leave the facility freely?
     -They will not be allowed to leave and intermingle with the community, but families who come to visit could be in town.

Facility can be compared to The Meadows in Arizona as a reference.

Janet Sloane:  Will there be a permanent M.D. on staff?
     -Depends of the number and needs of the patients.

24/7 medical and security staff as per state regulations.

Arlene Joice:  What about the neighbors located around the facility?  Will there be any changes or fencing added?
     -Do not currently have fencing in the plans, but they are willing to work with the community.  There will not be patients in the old hotel part, that will be designated as office space.  They will have eyes on the patients at all times.

Dale Cavin:  What type of drugs will be prescribed and housed at the facility?
     -The treatment facility will be a detox center, patients must have completed this part of their treatment before they are admitted.  There will be typical run of the mill medications.  Some control of this will be in the fact that this will be a high-end (high dollar) treatment center.

Janet Sloane:  Will there be treatment plans for veterans?
     -Scholarship programs are in the works.

Questions about what all was acquired in the purchase.
      -Only the front part of the existing resort.  Not the 80 acres, not the saloon, not the horse barn or the brick house.

Terry Hilliard: Are you the deed owners? Yes
Are you going to sell in the future or is this long term? Long term.
Will there be public use of the golf course? It will be for patients/clients only.

This is an opportunity to get national recognition for the town.  Looking only to bring a quality establishment.  Will not be a noisy addition to the town.

Ms. Dunnam:  Will any more buildings be built or added?
     -Not adding any more buildings at this time.  There will be lighting added at the lodge.
The map shows what's there now, are you leaving the golf course?
     -Yes, fixing it up.

Summer Sky in Stephenville is a good example of climate we are trying to create.  It is a center right smack dab in the middle of a neighborhood.  Don't foresee any problems, but will personally address any concerns.  They want to help.

There were no letters of rejection (opposition) against the use change of the Spirit of the West Resort into the Spirit of the West Health and Wellness Center.
