Call to Order: The P&Z meeting was called to order at 7:03 p.m.
Prayer: Given by Kristi Staples
Declaring a Quorum: A quorum was declared. The committee
members present were Arlene Joice, Kristi Staples, Elliot Townsend,
and Dale Cavin. Kim Chimblo was not present. Guests present;
Nick Smith, Steve Moore both with Creekside Crossing, Grant
Tran (Glascoe), and Chris Donnan from Hayter.

Approval of Minutes: Motion made by Kristi Staples to accept
the minutes from the January 30, 2019 meeting. Seconded by
Elliot Townsend. All ayes, motion carries.

Discuss and Consider
Discuss and consider the final plat presented by Nathan Brown
of the SNAG Duplexes additon. No one from SNAG present.
Motion made by Elliot Townsend to approve the final plat. Dale
Cavin second. No questions, all ayes, motion carries.

Discuss and consider application for a development agreement
for Creekside Crossing, a planned development. Mr. Smith and
Mr. Moore presented conceptual plan for the development. Went
over with the committee the look and function of the development
and the three different types of homes that would be available
as well as the home sizes and lot sizes of each, duplexes, patio
homes and R1 homes. Also discussed plans for detention and
green spaces. They suggested we go look at The Meadows homes
in Aubrey if we needed a visual idea of how the homes may look.

City annexation hearing on March 4, 2019. Regular City Council
meeting on March 18, 2019. Planning and Zoning Committee to
meet with the mayor and City Council for a workshop one hour
before meeting on the 18th at 6:00, to answer any questions
and clear up any concerns before moving forward with the
planned development.

Chris Donnan from Hayter went over recommendations for
creating a manual to supplement the city ordinances. Suggested
we address roadway classifications and adverse effects of down
stream runoff. Also suggested prioritizing drainage requirements.
Ordinances need to be modified to state basic requirements then
refer to a manual that goes into more detail, stating how builders
or developers can show that they are meeting our requirements.
