Notice is hereby given that a workshop meeting of the Planning and Zoning 
Commission of the City of Tioga, Texas will be held MONDAYAUGUST 18
2014 at TEXOMA COUNCIL OF GOVERNMENTS, Sherman Texas, beginning
 at 3:00 p.m.. This is an OPEN MEETING, open to the public, subject to the 
OPEN MEETING LAWS OF THE STATE OF TEXAS and, AS REQUIRED BY LAW, is hereby posted at the Tioga City Hall on August 15, 2014, giving notice 
of date, time, place and agenda thereof.

AGENDA:
1. Meet and Discuss with Eric Neagu, Chicago planning consultant, Ron McBroom and Michael Schmitz, 
TCOG planning department.  Discuss research by members 
for future projects for trails/environmental center and green beltways
Develop a vision for Tioga with a branding strategy. Discuss ways to 
create an historic district and thoroughfare plan for Hwy 377.

Planning and Zoning Commission Meeting Minutes
Public Hearing and Special Meeting Held August 5, 2014

A public hearing and special meeting of the Planning and Zoning Commission of the City of Tioga, Texas was held on Tuesday, August 5, 2014 at Tioga City Hall, 600 Main Street, Tioga, Texas

Call to Order: The public meeting was called to order at 7:00 p.m.
Planning and Zoning Committee members in attendance were Arlene Joice, Paula Byler, Janet Sloane, Dale Cavin, and Kristi Staples.  Alson in attendance were Deron Balma, Melissa Engle (both represented the facility) Terry Hilliard, Mr. A. Long, Mrs. Linda Long, Jan Dunnam, Linda Babington, and Dale Joice.

Arlene Joice gave the welcome and informed those in attendance of the meeting rules and that anyone wanting to speak must first fill out the required form.  Good conduct was requested.

Time limits were set for speaking.

Deron Balma, a representative on behalf of the petitioner, spoke first.  He informed the public that their intention was to make the existing Spirit of the West Resort at 100 S. Texas Street, Tioga, Texas 76271 into the Spirit of the West Health and Wellness Center.  He and his constituents were seeking to change the use of the buildings and facilities.  He began by stating that the facilitators of the wellness center are family people from small towns and understand small town needs and concerns.  They are not looking to tear down anything, just to make repairs, clean up, and repurpose.  Those who will be running the facility want to get to the heart of the problem of the clients who temporarily reside there for treatment.  
It will be a high-end treatment facility with clients who check themselves in, nothing hazardous or court ordered.  Their families will have visitation and the clients will be able to check out when treatment is completed.  The facility will cater to those who are financially capable and willing to stay of their own choice for problems such as depression, eating disorders, alcoholism, drug addiction, and other similar personal struggles.  This will be a faith based therapy treatment plan.
The facility will not be drastically changed but will be fixed up and enhanced. (Paint, spruce up entrance, make golf course nice.)  The petitioners would like for the treatment center to be an asset to the community and as much as is possible would like to hire employees locally.  They also plan to use local businesses such as Texas Star Bank and others in town.

Question and Answer:
Paula Byler:  What about the lake?
     -The plan is to fill it with water and make it an asset to the property.

Arlene Joice:  Are you part of a corporation or do you have corporate funding or backing?:
     -No huge corporate funding.  Those involved are business people successful in their own right.

Janet Sloane:  How many therapists?
      -Depends on patient ratio.  Four to start.  Mental health techs will be around all the time-2 per every 16.  There will be lots of people around, the plan is to go above and beyond what the state requires to provide safety and quality.  
The population will be considered residential.  They will be high functioning and not a threat to themselves or others.  Each will be screened before admittance for liability purposes.

Arlene Joice:  What is the closet same type facility in the metroplex?
     -There is one similar in Argyle and Van Alstyne, but both mostly treat alcoholism.  This facility will be a wider range of treatment needs.  It will also be a training center for other medical professionals.

Arlene Joice:  What attracted you to Tioga?
     -Small town feel you can't get in a big city.  Peaceful, calm, a connection back to the earth.  A homey feeling.

Comment from the community requesting the name be changed back to Healing Springs.  This could be considered.

Janet Sloane: Will patients be allowed to leave the facility freely?
     -They will not be allowed to leave and intermingle with the community, but families who come to visit could be in town.

Facility can be compared to The Meadows in Arizona as a reference.

Janet Sloane:  Will there be a permanent M.D. on staff?
     -Depends of the number and needs of the patients.

24/7 medical and security staff as per state regulations.

Arlene Joice:  What about the neighbors located around the facility?  Will there be any changes or fencing added?
     -Do not currently have fencing in the plans, but they are willing to work with the community.  There will not be patients in the old hotel part, that will be designated as office space.  They will have eyes on the patients at all times.

Dale Cavin:  What type of drugs will be prescribed and housed at the facility?
     -The treatment facility will be a detox center, patients must have completed this part of their treatment before they are admitted.  There will be typical run of the mill medications.  Some control of this will be in the fact that this will be a high-end (high dollar) treatment center.

Janet Sloane:  Will there be treatment plans for veterans?
     -Scholarship programs are in the works.

Questions about what all was acquired in the purchase.
      -Only the front part of the existing resort.  Not the 80 acres, not the saloon, not the horse barn or the brick house.

Terry Hilliard: Are you the deed owners? Yes
Are you going to sell in the future or is this long term? Long term.
Will there be public use of the golf course? It will be for patients/clients only.

This is an opportunity to get national recognition for the town.  Looking only to bring a quality establishment.  Will not be a noisy addition to the town.

Ms. Dunnam:  Will any more buildings be built or added?
     -Not adding any more buildings at this time.  There will be lighting added at the lodge.
The map shows what's there now, are you leaving the golf course?
     -Yes, fixing it up.

Summer Sky in Stephenville is a good example of climate we are trying to create.  It is a center right smack dab in the middle of a neighborhood.  Don't foresee any problems, but will personally address any concerns.  They want to help.

There were no letters of rejection (opposition) against the use change of the Spirit of the West Resort into the Spirit of the West Health and Wellness Center.
