A regular meeting of the Planning and Zoning Commission of the City of Tioga, Texas was held on Wednesday, May 25, 2016 at Tioga City Hall, 600 Main Street, Tioga, Texas.
Call to order: The Planning and Zoning/City Council Workshop was called to order at 7:02 p.m.
Prayer: Given by Janet Sloane
Declaring a Quorum: A quorum was declared. The committee members present were Arlene Joice, Janet Sloane, Patrick Coyle, and Kristi Staples. Dale Cavin was not present. Also present from the City Council were Mayor Craig Jesek, Michelle Hestand, Sherry May, Kurt Hall, Heather Nesmith, Mead McGee and Donna Carney. Guests were Cindy Rodgers, Gretchen Coyle, Mary Parrott, and James Hilliard.
Joint Workshop Session:
Discussion and review of Ordinance 259, Section 15, C-3.
Mayor Jesek and other City Council members had some concerns about using the phrasing "frontier, western style". Did not feel that was the direction the population wanted to go and felt it was limiting. Both committees agreed on the term "Tioga Heritage Styling; similar to circa 1900". Liked that there were stipulations on materials and felt that this was enough to steer most contractors and builders in the right direction. Also approved of having to run plans by both the council and the P&Z committee. It was also brought to the attention of the committee that there was no reference to interior walls and building and framing materials.
Also discussed lot sizes and how to measure them. By square footage or not? Square footage was discussed with a minimum length and width. Several solutions and options were discussed, but the problem was lots that already did not fit within any solution, so a plated prior to date was discussed. No strong conclusions were reached, P&Z was asked to consider all options and work on an addendum to the ordinance.
Mayor Jesek also requested the P&Z work on improving the sign ordinance.

Approval of Minutes: April Minutes were read and approved. Motion made by Janet Sloane, seconded by Patrick Coyle. All ayes.
Arlene made mention of the council obligation of meeting with Terry Hilliard and Michelle Hestand on a discussion and plan concerning Impact Fees. This is a yearly meeting and this year must be done sometime in June.
James Hilliard approaced the committee requesting an expedited meeting, he is in need of a special use permit for a drive thru on the new Clark's BBQ restaurant. He also shared preliminary drawings of the plan and lay out.
Amendments to Tioga Zoning Ordinance C-3
Changes suggessted by Mayor Jesek and the City Council were made. It was clarified that the building materials of brick, stone, and wood were for the facade of buildings not the interior frame, which can be steel or metal. And all reference to frontier, prairie, or western style were changed to Tioga Heritage Styling, similar to circa 1900.
Next Meeting set for June 8, 2016 at 7:00 pm (two weeks out instead of four).
