June 8 Special Meeting


Planning and Zoning Commission Meeting Minutes Meeting Held June 8, 2016

A regular meeting of the Planning and Zoning Commission of the City of Tioga, Texas was held on Wednesday, June 8, 2016 at Tioga City Hall, 600 Main Street, Tioga, Texas.

Call to Order: The Planning and Zoning meeting was called to order at 7:01 p.m.

Prayer: Given by Dale Cavin

Declaring a Quorum: A quorum was declared. The committee members present were Arlene Joice, Janet Sloane, Patrick Coyle, Kristi Staples, and Dale Cavin. Also present was James Hilliard, owner of Clark’s BBQ.

Special Meeting: Special Use Permit

The Tioga P&Z Committee was asked to make a recommendation to allow James Hilliard of Clark’s of Tioga, Inc. to obtain a Special Use Permit to add a drive through/ pick-up window to Clark’s BBQ.

Patrick Coyle brought up for discussion the concerns of a time limit (or lack thereof) on the permit and the issue of transference since the permit will be for Clark’s Inc. and not one person.

Our C-3 district is such a small protected area. It is important not to take lightly anything that can have a permanent impact on the area as a whole.

After much discussion Janet Sloane made a motion to recommend a Special Use Permit for a drive through/ pick-up window on the west side of Clark’s restaurant facing 377 as per building plans drawing #8-EN-2009 on tract 2 parcel #167877 to be resubmitted to the Planning and Zoning / City Council if plans or ownership change.

Dale seconded. All Ayes.

Public Hearing set for June 29, 2016.

Approval of Minutes: Patrick Coyle made a motion to accept meeting minutes of May 25, 2016. Kristi Staples seconded. All ayes.

Discuss Revisions to Sign Ordinance: We feel as a committee that the sign ordinance is not the issue, it is an enforcement problem.

Amending the current sign ordinance is not the solution. There are small signs for businesses littering the road sides of 377, but we feel it is not right to enforce their removal without providing a suitable way for businesses to advertise. It is our recommendation that we have a meeting with IDC and EDC to discuss the purchase and construction of a Business Sign that is built to match our building ordinances and has room for whatever businesses are located within the C-3 area. A sign that is large enough to be seen by passing traffic, marking the entrance to our “downtown” area and lit up.

Discuss Revision of Lot Sizes: Discuss lot sizes that do not meet the minimum 70 x 110 because the were platted before the ordinance revisions.

Committee decided to table the discussion until further review and study could be done with current ordinances.

Next Meeting: Next meeting set for June 29, 2016, 7:00 p.m.

is an OPEN MEETING, open to the public, subject to the
OPEN MEETING LAWS OF THE STATE OF TEXAS and,
AS REQUIRED BY LAW, is hereby posted at the Tioga
City Hall on June 3, 2016, giving notice of date, time,
place and agenda thereof.
