Planning and Zoning Commission Meeting Minutes
Meeting Held September 24, 2014
A regular meeting of the Planning and Zoning Commission of the City of Tioga, Texas was
held on Wednesday, September 24, 2014 at Tioga City Hall, 600 Main Street, Tioga,
Texas.
Call to Order: The public meeting was called to order at 7:11 p.m.
Prayer: Given by Janet Sloane
Declaring a Quorum: A quorum was declared. The committee members present were
Arlene Joice, Janet Sloane, Paula Byler, Dale Cavin, and Kristi Staples. Also present as
guests were Rick Staples from the Tioga EDC Committee and Paul Rodarmer from the
Tioga IDC Committee.
Approval of Minutes: Minutes from the July 24th Special Meeting were read and
approved. Motion made by Paula Byler, seconded by Dale Cavin (with change to be made
adding Dale Thomas as a guest in attendance). August 5, 2014 Public Hearing Minutes
tabled until the next meeting, motion made by Kristi Staples, seconded by Dale Cavin.
Minutes from August 27th regular meeting read and approved. Motion made by Janet
Sloane, seconded by Kristi Staples.

Review proposal sent by TCOG: Paula expressed concerns with going with the first
person or group to come along with a plan. She felt we needed to look at other consultants or groups and weigh our options. Paul Rodarmer and Rick Staples in favor of a plan just not sure if this is the right one. Will need further discussion and research among the
different committee groups. Rick Staples will talk to EDC feels that they will be in favor of a plan to move forward. It was agreed that Mayor Craig Jesek’s input was needed and that it would be important to get the City Council on board with a plan. It was agreed between the committees represented that a city meeting was a necessary part of the planning in the near future. This meeting would include members and representatives from all city committees (P&Z, City Council, EDC, IDC, etc.) as well as business owners, church leaders, school representatives, and community members. Also, at some point inviting TCOG and possibly Weaver Boos to come in and talk to the community at large.
Paul feels that the reason a plan for a greenway, park, trail destination failed in the past
was a lack of drivers. No matter what organization or plan we go with, we have to get
community support and have leaders to drive the plan. We need to have everyone moving
in one direction. Tioga is going to grow, need to decide whose name we want on the sign.
Both EDC and IDC feel we need to first get the Mayor on board, then the City Council, then plan a city meeting.
Rick Staples invited all in attendance to the EDC meeting on Thursday, October 2, 2014 at 7:00 so we could continue to combine our efforts in one direction.
The remainder of the agenda was tabled until the next meeting on October 29, 2014.
Motion was made by Janet Sloane and seconded by Paula Byler.
Motion to adjourn by Paula Byler, seconded by Dale Cavin. Meeting adjourned at 8:22
p.m.

Notice is hereby given that a workshop meeting of the Planning and Zoning Commission of the City of Tioga, Texas will be held WEDNESDAY, SEPTEMBER 24, 2014 at Tioga City Hall, Tioga Texas, beginning at 7:00 p.m.. This is an OPEN MEETING, open to the public, subject to the OPEN MEETING LAWS OF THE STATE OF TEXAS and, AS REQUIRED BY LAW, is hereby posted at the Tioga City Hall on September 19, 2014, giving notice of date, time, place and agenda thereof.

AGENDA:
1. Call to Order
2. Prayer
3. Declaring a quorum
4. Discuss and consider approving the minutes of the following meetings:
    July 24-Special Meeting, August 5-Public Hearing and Special Meeting
    and August 27-Regular Meeting.
5. Continue Brainstorming goals for P&Z for future zoning as the
    city grows and expands.
6. Get updates on pending projects. Review proposal sent by TCOG. Plan for
    meeting with IDC and EDC.
7. Discuss research and plan for future projects such as a parks
    and green beltways, an industrial park, thorough fare plan on Hwy. 377 as      
    well as creating an historic district.
8. Open Discussion.
