Planning and Zoning Commission Meeting Minutes October 26, 2016

 A regular meeting of the Planning and Zoning Commission of the City of Tioga, Texas was held on Wednesday, October 26, 2016 at Tioga City Hall, 600 Main Street, Tioga, Texas.

Call to order: The Planning and Zoning/City Council Workshop was called to order at 7:07 p.m.

Prayer: Given by Janet Sloane.

Declaring a Quorum:  A quorum was declared. The committee members present were Arlene Joice, Janet Sloane, Dale Cavin, Kristi Staples, and Patrick Coyle. Guest Gretchen Coyle was also present.

Approval of Minutes:  August Minutes were read and approved, Dale Cavin motioned, Patrick Coyle seconded, all ayes.  September minutes were read and approved, Janet Sloane made a motion to accept the minutes, Dale Cavin seconded. All ayes.

Discuss Revisions to Sign Ordinance and addition of kiosk panel sign section.  Arlene presented ordinance with addition to the sign ordinance that was given to her by the city attorney. She also had a drawn picture representation of the idea for the kiosk sign.  A motion was made by Patrick, and seconded by Dale to:

Accept the ordinance as presented, addressing the subject of lights and motion at a time in the future when it was clear what the objective of the sign would be, as stated by the City Council and views of those involved in the construction and purpose of the sign.

Motion carried all ayes.  Public hearing for November 30, 2016l before regular meeting.

Discuss Revision of Lot Sizes:

The Planning and Zoning Committee recommends with reference to pre-existing lots,
within the city limits, platted before October 25, 2016, that do not meet the minimum R1 lot size set by Appendix 1 in the City Ordinances will be grandfathered in to be used as viable residential lots meeting every other regulation except lot size.

Patrick Coyle made a motion to accept recommendation on minimum R1 lot size exemption on currently existing residential lots not meeting current regulations.  Seconded by Dale Cavin. Motion carried all ayes.

Next Meeting set for November 30, 2016 at 7:00 pm

Adjourn: Meeting was adjourned at 8:30 pm.  Motion made by Patrick Coyle, seconded by Janet Sloane. Motion carries.

September 28 Regular Meeting

Planning and Zoning Committee Meeting Minutes Meeting Held September 28, 2016

A regular meeting of the Planning and Zoning Commission of the City of Tioga, Texas was held on Wednesday, September 28, 2016 at Tioga City Hall, 600 Main Street, Tioga, Texas.

Call to Order: The P&Z meeting was called to order at 7:09 p.m.

Prayer: Given by Janet Sloane

Declaring a Quorum: A quorum was declared. The committee members present were Arlene Joice, Janet Sloane, Kristi Staples, and Dale Cavin. Patrick Coyle was not present.

Approval of Minutes: August Minutes were tabled until October meeting.

Discuss Revisions to Sign Ordinance: At the request of the Planning and Zoning Committee, Donna Carney asked the City Attorney about a kiosk sign. He referenced us to the Denton Sign Ordinance and suggested that we add a subsection to the bill board section of our own sign ordinance.

His suggestion was:

Kiosks Panel Sign

1. Definition “Kiosks Panel Sign” A sign placed in the public right-of-way, pursuant to a written agreement with the city, that contains individual panels and, is generally used to provide direction to residential single-family or two-family subdivisions, commercial districts or municipal facilities from major thoroughfares.
2. Kiosks Panel Signs will be allowed subsequent to the effective date of an amendment to this ordinance. Permits shall be issued by the City of Tioga within the City of Tioga and the ETJ.

Everything has to go before the City Council, they have the right to accept or refuse any recommendation made, they decide if we allow the sign or not.

Dale Cavin made a motion that we recommend adding the subsection providing for Kiosks Panel Signs, as written by the attorney, under section 19.23 of the Sign Ordinance. Janet Sloane seconded. Motion carries.

 

Discuss Revision of Lot Sizes: This agenda item tabled.

August 31 Regular Meeting

Planning and Zoning Committee Meeting Minutes Meeting Held August 31, 2016

A regular meeting of the Planning and Zoning Commission of the City of Tioga, Texas was held on Wednesday, August 31, 2016 at Tioga City Hall, 600 Main Street, Tioga, Texas.

Call to Order: The P&Z meeting was called to order at 7:04 p.m.

Prayer: Given by Patrick Coyle

Declaring a Quorum: A quorum was declared. The committee members present were Arlene Joice, Janet Sloane, Patrick Coyle, Kristi Staples, and Dale Cavin.

Approval of Minutes: Discussion and Approval of minutes from July meeting.  Motion to accept from Janet Sloane, seconded by Patrick Coyle. Motion carries.

Discuss Revisions to Sign Ordinance: We were informed that according to our current sign ordinance, we would not be able to do a centrally located kiosk sign.

Arlene Joice brought in the Celina sign ordinance from 2014 for our group to review and compare to our own, to see where wording and phrasing could be adjusted to allow for a business sign.

We discussed the possibility of either a kiosk type sign or a monument sign.

Noted that Pilot Point’s sign ordinance allowed for a monument sign, but it was only for non-residential use and had to have a permit.

We discussed making revisions to our own sign ordinance to allow for a multi-panel kiosk sign with ties to the C-3 area of town to limit where these type signs could be placed.

Questions then came up about where the a business sign and who would we contact for permission, easements, etc. We also discussed that this project should be a joint effort with the EDC.

The committee looked at the solution of modifying under the Permitted Signs section of the ordinance, in the 19.14 section.

Patrick Coyle said he would get on the agenda for the next City Council meeting so we could make sure we were on the right track.

 

Discuss Revision of Lot Sizes: Since there are a limited amount of pre- existing lots that would be affected by revisions to the required lot size, it was agreed that those lots would be grandfathered in to any changes. These could possibly be known as “Legacy Lots”. These buildings/homes would have to meet all other regulations that apply according to Appendix 1, except for the 70 x 110 lot size. All new development will fall under the 70 x 110 lot size regulation.

The committee was still in agreement to the use of a percentage number rather than a measurement in feet, with the guidelines as set to build something proportional to the lot size.
