                                             MINUTES OF MEETING HELD
                                                            March 26, 2014

A regular meeting of the Planning and Zoning Commission of the City of Tioga, Texas was held Wednesday, March 26, 2014 at Tioga City Hall, 600 Main Street, Tioga, Texas.

Call to order:  The public meeting was called to order at 7:08 p.m.
Declaration of a Quorum:  A quorum was declared.  The committee members present were Arlene Joice, Janet Sloane and Linda Waldrop. Kristi Staples excused absence.
Prayer was given by Linda Waldrop.

Minutes:  Minutes for November 7th, 2013 and February 26, 2014 were approved. Motion to approve minutes of November 27, 2013 by Linda Waldrop, second by Janet Sloane. All Ayes. Motion to approve minutes of February 26, 2014 by Linda Waldrop, second by Janet Sloane. All Ayes. 

  • Reviews and Discussions:   Review maps of city, ETJ and school district. A review was postponed until the current map is provided.
  •  Comprehensive plan is open for discussion and review and will continue monthly. No action taken.
  •  Goals for P&Z for future zoning as the city grows and expands and Discuss research by members for future projects such as a parks and green beltways as well as creating an historic district.
Two part work project: Work on use of existing resources and begin to prepare ordinances for buildings and housing.
  •  Janet Sloane provided a summary of EDC meeting. City of Tioga is looking into purchasing land in downtown Tioga. Four homes are in the process of being built. There are also discussions for future plans in other areas of Tioga.
  •  In discussion: Discuss options related to requirements of the Corp of Engineers relative to utilizing their properties and surrounding areas.
  •  Rebecca Holcomb is an invited guest to discuss recommendations for use of resources in Tioga.
  •  Arlene Joice handed out document dated Aug 2006, National Parks and Recreation for our review. We will be considering uses of Corp land north and south of Spirit of the West.
  • Commission will begin planning to present concerning market and plans to develop. Also in planning: Business District 377 and Historic District.

Next Meeting: The Planning and Zoning Commission will meet Wednesday April 30th, 2014.

                                   February 26, 2014

A regular meeting of the Planning and Zoning Commission of the City of Tioga,
Texas was held Wednesday, February 26, 2014 at Tioga City Hall, 600 Main
Street, Tioga, Texas.

Call to order: The public meeting was called to order at 7:14 p.m.
Declaration of a Quorum: A quorum was declared. The committee members
present were Arlene Joice, Janet Sloane, Kristi Staples and Linda Waldrop.
Prayer was given by Janet Sloane

Minutes: Minutes for November 27th , 2013 were tabled for approval until next
meeting as they were not available for vote.

Reviews and Discussions:

Arlene Joice, Chair, provided some updates on activities in Tioga over
the last month including informing the City that the Tioga map we are looking at
is not accurate. It appears it was the map utilized more than five years ago as
a result of the “Destination by Design” team. The changes to the map no longer
apply and we will need to work with a current map to assist us in our planning
endeavors. Arlene has requested an accurate map and is hopeful we will have
one soon.

The following updates were provided by Arlene concerning a few activities that are in the works for the City of Tioga.
  • There are new homes being built in Tioga. This will enhance the appearance of Tioga as well as offer more income in tax revenue and possibly increase enrollment in the school.
  • There has not been any new activity for future business although the one potential business on Gene Autry drive is still in the works.The opportunity for a Dollar General fell through as of this time. 
  • The lot behind the burger shack on Donation Street has been sold. Its’ potential use at this time is unknown.
  •  It is not certain as of this date but there is a possibility the city will purchase the large lot on Gene Autry Drive. This would involve polling funds from the city, EDC and IDC.
Historical District discussion and review:
  • The Planning and Zoning Commission is again reviewing the city map to look at the possibility of creating a “Historical District”, utilizing the wonderful history that Tioga offers. The Commission agrees that the initial review of a potential historical “district” was most likely pulling in an area larger than what would be acceptable. The Commission reviewed the existing map to determine the boundaries to identify the most likely area for the future historical district. The Commission will concentrate on a section of the downtown area that includes Sherman Street, Gene Autry Drive and Main Street. The entire Commission discussed what steps will be needed to begin the process. Each member was able to offer some information to start planning by utilizing information researched by all members, narrowing down what was found in other small rural towns. The Commission will review this information in further detail then begin immediately to prepare steps in our efforts. This project will be on-going and will be declared a priority for future meetings.
  • Other ideas for usage of natural resources were discussed, looking at the potential for swifter movement concerning improvements and opportunities for use that might exist now in Tioga.
  • Linda Waldrop will share with other members of the Commission articles found that discuss opportunities for growth in “small town communities”. Commission members documented the findings and will further research the ideas.

Next Meeting: The Planning and Zoning Commission will meet Wednesday, March 26, 2014.

MINUTES OF MEETING HELD
November 27, 2013



A regular meeting of the Planning and Zoning Commission of the City of Tioga, Texas was held Wednesday, November 27, 2013 at Tioga City Hall, 600 Main Street, Tioga, Texas.



Call to order: The public meeting was called to order at 7:10 p.m.
Declaration of a Quorum: A quorum was declared. The committee members present were Arlene Joice, Janet Sloane, and Kristi Staples.



Prayer was given by Kristi Staples.



Minutes: Minutes for the October 23, 2013 meeting were considered. Kristi Staples made a motion to accept the minutes with Janet Sloane making a second. Motion carried with all ayes.



Review Maps: Maps of the city, ETJ, and school district were reviewed. Questioned whether school has plans for land behind the ag barn.
Continued review of P&Z Comprehensive Plan for needed updates.



Discuss Goals of P&Z: Reviewed insight gained from meeting with Bill Hubbard concerning extending the ETJ and activities of Ray Roberts. Will look at ways of approaching a program from an educational perspective to gain support from the community. We will research schools with environmental programs already in place. We will look at the Haggerman Wildlife Program as a model or as insight into the development of a program for Tioga. The committee will invite Rebecca Holcomb, the junior high/high school science teacher from Tioga Schools to a meeting in the future to gain knowledge from her experience and training as a science teacher and person with forestry training.



Jerry White, the County Planner, put out an invitation to come to a meeting after the first of the year.
Committee needs to compose a list of possible contacts at the state and federal level, such as the Corp of Engineers and Texas Parks and Wildlife.



Next Meeting: Planning and Zoning Committee will meet Wednesday, January 29, 2014. There will be no December meeting.

OF MEETING HELD October 30th, 2013

A regular meeting of the Planning and Zoning Commission of the City of Tioga,

Texas was held Wednesday, October 30th, 2013 at Tioga City Hall, 600 Main

Street, Tioga, Texas.

Call to order: The public meeting was called to order at 7:04 p.m.

Declaration of a Quorum: A quorum was declared. The committee members

present were Arlene Joice, Janet Sloane, Kristi Staples and Linda Waldrop.

Prayer was given

Minutes: Minutes for September 26th meeting were considered. A motion was made
to accept minutes with a second.

Motion carried with all ayes.

Bill Hubbard, board member of the Lake Ray Roberts Planning

Commission invited to give P&Z Commission members insight as to thinking

and researching efforts to improve Tioga today and in the very near future. Bill

Hubbard has been greatly involved in many aspects of Tioga’s future planning.

There are a number of suggestions Bill offered:
-Look at the Grayson County RMA to see where growth is expected.
-Reviewed city and county map for thoughts on proper usage of land.
-Suggested attendance at TCOG meetings for understanding and
complications we will face.
-Take advantage of “small town training” through “CERT”
-What can be done now; look out for the people of Tioga
-Issues of water capacity with growth, new business and the need for

The Planning and Zoning Commission members held further discussions after

Bill Hubbard left. The Commission will look at the map to see where we might

start to focus on bringing opportunities for recreation and learning into Tioga

using current resources that had been focused on in the past. Corp property,

trails, etc. The Commission will continue to look at these options along with

researching information through TCOG. The Tioga ETJ will be looked at closely

as well to make recommendations for city protection of land.

The Planning and Zoning Commission members will begin discussion concerning

all the stated issues and recommendations at the next meeting.
